Professional Background

Holly Taylor is a social scientist by training and has 20 years experience conducting quantitative and qualitative research in the field of research ethics, including informed consent for research participation, subject selection and recruitment and research oversight. She also has long standing interests in public health ethics issues related to infectious disease. Prior to joining the Department of Bioethics she was an Associate Professor, Department of Health Policy and Management, Bloomberg School of Public Health and Core Faculty, Berman Institute of Bioethics, Johns Hopkins University. She has experience with research ethics consultation and has served on Institutional Review Boards in the academic, public and private sector.

Dr. Taylor currently co-leads two national efforts that reflect two of her key research interests.

• She is Co-Chair of the Clinical Research Ethics Consultation Collaborative (CRECC) – with Kathryn Porter, JD). The mission of CRECC is to: share practices and experiences related to clinical research ethics consultation, enhance understanding of the complex ethical dilemmas that emerge with advancing translational science, and improve the quality of clinical research ethics consult advice.
• She is Co-Chair of the Consortium to Advance Effective Research Ethics Oversight (AEREO) with Holly Fernandez Lynch, JD, MBE). The aims of AEREO are to: identify the procedural and structural factors most likely to support IRBs and HRPPs in achieving their outcomes of interest, to specify the scope of reasonable IRB and HRPP determinations, and to find ways to measure how IRBs and HRPPs influence the experiences of research participants.
